The introduction of biometric-based Aadhaar authentication for Goods and Services Tax (GST) registration marks a significant step towards modernizing the tax system in India. Gujarat and Puducherry are at the forefront of this change, being the first to pilot this new system. Here’s an in-depth look at what this means for taxpayers in these regions.

Biometric Authentication: A Technological Leap in Taxation

With the amendment of Rule 8 of the CGST Rules, 2017, the stage is set for applicants to utilize biometric data for GST registration, enabling a more secure and reliable identification process on the common portal. This method includes capturing a photograph of the applicant and authenticating the original documents uploaded with the application.

Seamless Implementation

The GSTN has diligently worked to create this new functionality. Puducherry adopted the process on August 30, 2023, while Gujarat is poised to join on November 7, 2023. This proactive approach by the GSTN anticipates that this pilot project will pave the way for a smoother and more efficient registration process.

Navigating the New System

Once an application is submitted in Form GST REG-01, the applicant will receive one of two emails: one with an OTP for Aadhaar Authentication or another with a link to schedule an appointment at a GST Suvidha Kendra (GSK) for biometric authentication and document review.

For those who are required to visit a GSK, the appointment must be booked during the application’s permissible period, as noted in the email. The subsequent generation of the Application Reference Number (ARN) hinges on completing these steps.

What to Bring to the GSK

Applicants must not forget to carry:

  • The appointment confirmation email,
  • Details of jurisdiction provided earlier,
  • Their Aadhaar number,
  • The original documents previously uploaded online.

Looking Ahead

While this pilot project is currently limited to Gujarat and Puducherry, plans are in place to extend this biometric verification feature to other states and territories, indicating a national shift towards enhanced technological integration in tax processes.

The operation of the GSKs will be in line with local guidelines, which are crucial for applicants to review before making an appointment.
