The country’s MSME sector is beset by issues, one of which is significant delays in receiving payments from buyers. For small and medium businesses, this results in unsustainable working capital cycles. One of the main reasons they become non-performing assets (NPAs) is because of this. To solve this delayed/non-payment, the government of India has launched MSME SAMADHAAN PORTAL.
Eligible MSMEs
Every Enterprise who falls under the following criteria,

Against whom the application can be filed? –
Against Public Sector Undertaking, Listed Public Company, Private Limited Companies, MSMEs etc.
Interest calculation: –
According to the provisions, a buyer is liable to pay a compounded interest, if he fails to make a payment to the supplies within 45 days from the day of acceptance of the goods/service. The interest is compounded monthly on the amount at three times of the bank rate notified by the Reserve Bank.
Processing time: –
- The application made at MSME Samadhaan might be converted to the case within 15 days from making such an application.
- Every reference made to MSEFC shall be decided within a period of 90 days from the date of making such a reference as per provisions laid in the Act.
- Quality issues in the delivery of Goods or Services
In case of Quality issues, the buyer should reject the goods within 15 days of the receipt and should communicate it with the supplier otherwise it will be considered as acceptance of goods.
- In case of disputed cases?
If the amount is claimed in the Civil Court, then it cannot be claimed before MSEFC.

MSME SAMADHAAN PORTAL: –
MSME Samadhaan portal acts as a delayed payment monitoring system. MSME Samadhaan is an online portal where MSMEs can file their applications regarding delayed payments.
Features: –
- MSMEs can file online applications on the portal for Recovery of delayed payments.
- They can check the status of their applications on the portal.
- The website will provide information about the pending payment of MSMEs with individual CPSEs/Central Ministries, State Governments, etc. The CEO of PSEs and the Secretary of the Ministries concerned will also be able to monitor the cases of delayed payment under their jurisdiction and issue necessary instructions to resolve the issues.
